Over the past year, the HLG’s work has focused on three key areas – long distance regular coach services, urban mobility and commuting, coach tourism – and the group has developed a number of key recommendations for policy and decision-makers to adopt in order to achieve the doubling of bus and coach use in the EU.
Here is a sneak preview of just a few of the recommendations that will be made to the European Commission next week:
Short-term
Create coach-friendly local rules and information with the aim of eliminating prohibitive charges that many towns and cities impose on coaches, particularly tourist coaches despite their delivering high-spending tourists to attractions across the continent.
Medium-term
Implement tax incentives for the use of collective transport over the use of the private car with the aim of harmonising and simplifying existing VAT-related procedures to facilitate intra-EU and international coach transport within the next 3 to 7 years.
Long-term
Create a dedicated funding instrument to stimulate and support targeted research and development, as well as to pilot the implementation of innovative collective mobility projects including vehicles, alternative fuels, advanced technologies, new operational models, and management practices, links between modes, human factors etc.) in EU Member States, regions and cities.
The group is also calling for the establishment of an EU Citizens Mobility Forum to monitor progress made in? the aim of doubling bus and coach use and the implementation of the recommendations.
