About HLG


Initiated by IRU as part of its Smart Move Campaign, a new high-level group of leading transport stakeholders focused on the East African Region was launched in Kenya in 2016.

 

The objective of the representative ad-hoc public-private High Level Group (HLG) of leading public and private stakeholders is to work out a joint vision, as well as policy and business recommendations, and a short-, medium-, and long-term Action Plan (“road map”) on removing existing barriers and facilitating bus and coach transport (urban transport, intercity regular lines, coach tourism services) and taxis in East Africa. The ultimate goal is to substantially increase the level of service of collective passenger transport in this region.

 

The Sustainable Development Goals 2030 and the East African Community Vision 2050 will be taken into consideration by the Group in its work.

 

IRU provides secretarial support to the Group and the United Nations Human Settlements Programme (UN-Habitat) coordinates the work.

 

The High Level Group will function for an initial period of 12 months. Upon completion of this initial work, the HLG may decide to continue its activities and to create a new (enlarged) public-private body to ensure monitoring and follow up, as required.
